The website reviews, investigates, and assesses petition requests submitted by users.

If the website determines that preparation of a legislative proposal is not feasible, the request will be rejected with an explanation of the reasons, and the assessment result will be published on the website.

If the website determines that preparation of a legislative proposal is feasible, the submitted request will be converted into a summary and published on the website.

Legislative Proposal Package

A Legislative Proposal Package is digital content published on this website.

The package may include the following materials:

  • Summary
  • Legislative proposal
  • Comparison table of amendments
  • Explanatory materials
  • Other related documents

The Legislative Proposal Package will be published on this website in four languages: Japanese, English, Chinese, and Korean.

All published Legislative Proposal Packages are publicly accessible without authentication.

The requester will be notified of a URL from which the Legislative Proposal Package can be downloaded.

Timing of Service Delivery

  1. Assessment results will be published on the website after the assessment has been completed.

  2. For requests determined to be suitable for legislative proposal preparation, a summary will be published on the website.

  3. A Legislative Proposal Package will be published on the website only when all of the following conditions are satisfied:

    • At least 20,000 supporters have participated.
    • The total number of "Likes" on the X (formerly Twitter) post designated by this website reaches at least 80,000.

  4. When a Legislative Proposal Package is published, the requester will be notified of a downloadable URL.

  5. The website does not establish any expiration date for the publication of assessment results, summaries, or Legislative Proposal Packages.

Refund of Assessment Fees

If the website determines that preparation of a legislative proposal based on the submitted request and supporting materials is not feasible (which shall be treated as a rejection), one-third of the remaining amount after deduction of payment processing fees and other related costs will be refunded.

No refund will be provided once a summary has been published.

Any fractional amount less than one Japanese yen arising from the refund calculation shall be rounded down.

Refund of Support Contributions

Support contributions are collected as fees for the preparation of a Legislative Proposal Package.

Accordingly, support contributions are non-refundable.

Upon publication of the Legislative Proposal Package, the requester will be notified of a downloadable URL in consideration of the support contributions provided by the requester and supporting participants.
